Why this is hard, and why that matters

Fee schedules are scattered across separate impact fee brochures, county-wide fee directories, and independent utility districts that publish nothing on the county site. Rate tables arrive as flat images inside PDFs. Live county pages link schedules that expired months ago. Official documents still advertise discount programs that lapsed years back. And third-party legal-code mirrors — which look authoritative — returned figures off by 2.4× in testing.

So every figure here comes from the adopted ordinance, resolution, or published schedule itself, carries its effective date, and links to the source. Where a fee exists but is not published, we say so rather than estimating it.
